The ability to move the Axis or Axis labels at the top of the chart:

User was seeking to move the vertical axis to the right side of a table and chart. In the chart example, this would be similar to the PPT feature which allows users to set the location of the vertical (and horizontal, for that matter) axis. If in PPT.
