User was seeking to move the vertical axis to the right side of a table and chart.
In the
chart
example, this would be similar to the PPT feature which allows users to set the location of the vertical (and horizontal, for that matter) axis.
If in PPT. Create a bar chart > Edit horizontal axis > Vertical Axis crosses: Maximum value

In
table
example, it would be the same idea, the user would be allowed to place the row labels on the right side of the table.
