User was using a data file without meta data and had scaled variable sets that had the scales out of order. They had changed the Values in the Value Attributes to be in order in hopes they could then sort by the underlying value to get the scale in order in their table. This would be helpful for users without metadata in their files.

Workaround is to relabel the categories with something to sort on and then sort that way.
