More advanced users who heavily use custom QScripts and Rules sometimes need to call on reusable functions they've built outside of the libraries that can be called using includeWeb().

Currently the functions need to be maintained individually in each QScript or Rule. Centralizing this in the Cloud Drive as a library they could call would remove the headache of updating each instance of the function manually.
