Allow the Decipher API to filter on only completed surveys

The user would like to have the Decipher API only bring in completed surveys and not all the data. Right now the Decipher API will bring in all respondents irrespective if the respondent has completed the survey or not.

Add option to allow what response status records can be imported via our Forsta integration into Displayr. It currently only imports Complete or Terminated respondents (status = 1 or 3). I also need it to call partial records (status = 4).
