Allow annotations to be set independently of Data labels.

Ability to hide Data Lables in Viz, but show Annotaions 
At the moment, you can only show both at them together.
Workaround: change the Data Label Font size to 0.5.

It's not very intuitive, but you can add an annotation that hides all the data labels and then add your annotation. The hide needs to be added first otherwise it will hide your annotations as well. Be good to be able to customize this.
